4. Key practices for the development of the “Sunshine Project”

(1) The project is led by the Party Committee, taken charge by the government, and vigorously promoted. The Provincial Party Committee and government pay high attention to the development of the “Sunshine Project,” and the CPC Guizhou Provincial Committee, and the Provincial Government Executive Board specially listened to the report on the construction of the “Sunshine Project.” Guizhou Drug Control Commission has held more than 10 special meetings on the promotion of the “Sunshine Project.” The then Guizhou Provincial Party Committee secretary Li Zhanshu and Guizhou governor Zhao Kezhi visited “sunshine enterprises” many times for investigation. Since June 2011, Li Zhanshu and Zhao Kezhi made speeches and instructions 9 times and 10 times respectively. Since 2011, 14 provincial-level leaders have visited “sunshine enterprises” for investigation and guidance. The provincial government formulated and issued the Opinions on the In-depth Development of the “Sunshine Project” for Community-based Drug Rehabilitation and Recovery (QFBF [2011] No. 108). Based on the requirements of the Provincial Party Committee and the provincial government, and in accordance with the local reality, the governments at all levels issued their opinions on the development of the “Sunshine Project” for community-based drug rehabilitation and recovery, providing strong guarantee for the in-dept promotion of the “Sunshine Project.” All cities, prefectures, and counties have established leadership groups, headed by top government leaders, for the development of the “Sunshine Project,” as well as offices, headed by the director of the Drug Control Office or the deputy secretary of the government, in the Drug Control Offices, to organize, guide, and coordinate the in-depth promotion of the “Sunshine Project.”
