5. Initial achievements made in the “Sunshine Project”

Initial achievements have been made during the over one year since the promotion of the “Sunshine Project,” which mainly represent as follows: By the end of August 2012, the promotion of the “Sunshine Project” had gone well. In the promotion of the “Sunshine Project,” 94 collective job placement enterprises (bases) were built, 15,789 community-based drug rehabilitation and recovery personnel were placed through multiple channels. Among them, there were 4,135 for collective placement (accumulative 5,129), 3,182 for dispersed placement, 1,200 for self employment placement, and 303 for job placement at public welfare posts. The technical training is provided through the government, providing jobs for 6,969 people in the ways of independent job search, migrant workers, and returning to farming. It is planned that by the end of 2012, 100 collective placement points will be built throughout the province, to combine all the community-based drug rehabilitation and recovery personnel (about 17,000) into the placement system through many channels, and realize the goal of full coverage.

(1) The relapse rate among the drug rehabilitation and recovery personnel, the rate of drug rehabilitation and recovery personnel to reinvolve into illegal crimes, the rate of HIV infectors due to drug injection, and the detection and registration rate of drug addicts fell, but the management and control rate among drug addicts rose. (Specific data will be specially introduced in the text of the book.)
