However, in responding to some concerns that the project might disrupt the traditional way of life, Losang Jamcan said, according to the local condition, herders living in the areas with lower altitude will be asked to reside in the new community with better social service such as the medical care of the aged, and children, trade fair of agriculture and animal husbandry in smaller townships and areas along highways.
However, it doesn't mean that the nomadic life will not exist forever. Herders go to the grassland which is wider at the higher altitude in summer while they migrate to the pasture in winter, which is herders' way of settlement. The service the government provides is for the convenience of the local people, especially the old people. On the other hand, some people go herding while some surplus labors go to other places outside Tibet to work, which increase local people's income.
"Overall, the local people like the project," Losang said.
Zhao Yangjun,a cadre stationed in village and an administrator of the Housing Construction Department of Tibet drove for two hours to Lhasa to look for a distributing center of Tibetan incense for the Tomeda Village. In December 2012,he was sent to work in the Tomeda Village, helping the local people solve problems in the daily life.
The Tomeda Village is the origin of Tibetan incense with the most traditional handicraft. Fifty percent of the villagers make Tibetan incense, but all individually. Since the first team of cadres stationed in the village in 2011, a special promotion network was established to expand sales channels. And an Incense Cooperative was also set up for 12 poor households.
Penba, a member of the co-op said, he could only make over 5,000 yuan, but now he can earn over 10,000 yuan.
