The penalty notice issued by the city’s urban planning bureau in 2009 showed that Yongxing was asked to remove the four illegal buildings which the group used as staff quarters. On the contrary, Yongxing added seven villas to the illegal buildings several months after the penalty. At the end of 2011, new notice was issued to demand the demolition of all 25 villas. By August, 2013, there is still no sign of demolition.

A bizarre rooftop villa in Beijing receives great publicity these days. Surrounded by rockeries and plants, this illegal construction looks like a giant bonsai on the top of a 26-storey high-rise.
