Seamless joint of technology and finance needs the communication platform based on the link of credit

Through 22 years’ development, the High-tech Zone has obtained outstanding achievements. As the “world first-class technology park” in national key construction projects, the High-tech Zone undertakes the historical responsibilities of innovative development and initiative development. Along with the development of the High-tech Zone, the number of technology enterprises in the zone constantly increases, leading to higher and higher attraction to financial institutions. Up to the end of 2012, in the High-tech Zone, there have been 435 financial institutions and similar financial institutions including banks, insurances, and securities and so on in total. The number of regional financial institution accounts for over 60% of the whole province.

However, due to the incomplete credit system and non-transparent credit information of SMEs, there are insufficient policy support from the government, financial support from banks, and service support from intermediary institutions.

Therefore, the seamless joint between technology and finance is needed. And the credit becomes the invisible and untouchable wall between the two elements.

Thus, as the important content for the innovation mechanism and system in the High-tech Zone, the credit system construction will play a great role in the social development and the integration of technology and finance, and will further promote the core competitiveness of the High-tech Zone.

Under this situation, the Financial Office of the High-tech Zone has discussed with provincial National Development and Reform Commission and provincial Credit Office on the credit system construction of the High-tech Zone for several times after they knew and learnt successful experiences of credit system construction from various places in China.

In November 2011, the provincial National Development and Reform Commission gave an official reply to approve the High-tech Zone as the first “Shaanxi Credit System Construction Model Park” of the whole province. In April 2012, the provincial government issued Key Points for the Social Credit System Construction Work of Shaanxi (2012), and demanded the High-tech Zone to initiatively carry out the trial credit system construction by conducting a pilot on the credit information platform construction and credit monitoring service as well as summarizing and promoting these trial experiences.

In May 2012, the High-tech Zone officially launched the credit system construction in Xi’an High-tech Zone. In July 2012, the High-tech Zone founded Xi’an Credit Service Center. At the end of January 2013, the development and construction for initial functions of Xi’an High-tech Zone Credit and Financial Service Management Platform and Service Platform were already completed, on which the basic enterprise information could be searched. In March 2013, the important component of the credit system of the High-tech Zone, Xi’an High-tech Zone Credit and Financial Service Platform, was launched in a trial mode, which was launched officially yesterday.
