House with limited property rights is not a legal concept. The houses are built on the collective construction land by farmers, with unpaid land leasing fee or other costs; its ownership certificate is not issued by national housing management authority, but issued by the township government or village committee. It means the owner does not have property right of the house; therefore it is not legal for sales.
