- "10 Platforms in 1 Zone" scientific and technological resources national coordination plans: the scientific and technological resources coordination demonstration base of 10 km2 will be built up, in which 10 projects including technology resource information, public technical platform, incubation acceleration, intermediate service, and results exchanges will be carried out.

- "3551" Investment Attraction and Intelligence Introduction Plan: An additional 30 world-class industrial leaders will be introduced. USD5 billion will be used actually. Additional 50 Fortune Global 500 will be introduced, and additional 100 domestic and foreign famous headquarters enterprises will be introduced.
