Reforms on Income Distribution and Household Registration Systems (Hukou)

- to launch detailed regulations on income distribution;

- to lift personal income tax threshold and to increase average income earned in the country;

- to limit power and payment increases of top management in SOE monopoly faculties to reduce widening gaps between the rich and the poor;

- to loosen registration restrictions in cities, to eliminate differences of quality in education, employment opportunities, medical services and other social amenities between urban and rural areas. The current household registration system creates gaps between the urban and rural areas and limits the free flow of economic elements, slowing down the urbanization process of the country.
