In 2012, Xi'an formulated and carried out 29 policies and measures to ensure stable and fast economic growth. The GDP of the whole city was RMB436.937 billion, increasing by 11.8%. The general budge revenue of local finance was RMB39.696 billion, increasing by 24.6% over the previous year. The growth speed ranked first among 15 sub-provincial cities. Not only is 2013 the first year to completely implement the spirit of the Eighteenth National Congress of the Communist Party of China, but it is also the year to implement the "12th Five-year" Plan and to promote the province and cities so as to construct a big Xi'an together and establish a firm foundation for the construction of a well-off society in an all-round way.

By 2020, Xi'an will have been constructed into the key national scientific and technological R&D center, regional commerce and trade logistics convention center, regional financial center, the world class tourist destination, and key national high-tech industry and advanced manufacturing base, and become an international metropolis.
