Chinese Armed Forces Celebrate Victory in Flood Fighting
The Central Military Commission (CMC) held a meeting in Beijing yesterday to celebrate the victory over this summer's floods and to recognize soldiers of the PLA and the Armed Police for their outstanding contributions to the flood fighting.
Jiang Zemin, general secretary of the CPC Central Committee, state president and CMC chairman, at the meeting praised the Chinese armed forces for their more than two months of work in fighting floods and rescuing people.
The people's armed forces demonstrated a high degree of political consciousness in carrying out Party instructions and putting the people's interests first, said Jiang.
The PLA and Armed Police acted as "shock troops" in the fight against the flood and made a tremendous contribution by serving as the mainstay in the operations, added Jiang.
They sent some 300,000 soldiers to reinforce dykes and rescue people stranded by the worst flooding on the Yangtze River, and the Nenjiang and Songhua rivers in northeast China. They also flew 2,200 sorties and used 12,500 vehicles and 1,170 ships, Jiang added.
"Our military has lived up to the expectations of the Party and the people and fulfilled the tasks in a perfect way," Jiang said, adding that it proved that it is capable of prompt action and resolute command and keeps the fine tradition of facing hardships and fearing nothing.
Jiang said that the military showed its coordination and unity between officers and men in the flood fighting and that they went through thick and thin together.
He said that political work has always been the lifeline of the army and should be in the top position in military ideological and political education during the reforms and opening up and in the socialist market economy.
The military should study Deng Xiaoping Theory and be acquainted with the principle of the Party's absolute leadership over the military and serving the people heart and soul, he said.
The military has been streamlined and trying to improve its quality over the past two decades, he said, adding that it has learned more about science, technology, and military science and is now equipped with more advanced weapons.
The successful mobilization of troops and the technical and logistic support in the flood fighting were the result of this modernization drive, he said.
In praising model units and individuals, Jiang said that the commendation is not merely for those outstanding units and individuals, but what is more important is that it is an honor for all officers and men participating in the flood fighting, and for the military.
He said he hopes that these units and individuals will continue with their hard work and make a greater contribution to the Party and the people.
The meeting was presided over by General Zhang Wannian, vice-chairman of the CMC. Chi Haotian, Defense Minister and CMC Vice-chairman, read out the orders of conferring honors and awards on outstanding units and individuals of the PLA.
Chi also read out an order of the State Council and the CMC for conferring honors and awards on flood-fighting units and individuals of the armed police.
Yu Yongbo, a member of the CMC and director of PLA General Political Department, said that four general departments of the PLA will cite model flood-fighting units and individuals.
Jiang Zemin and other Party and State leaders presented silk banners, certificates and medals of military merit to representatives of the awarded units and individuals.

Chinese, Jamaican Prime Ministers Hold Talks
Premier Zhu Rongji, in talks with visiting Jamaican Prime Minister Percival Patterson yesterday, pointed out that the Chinese government would further strengthen its mutually beneficial cooperation with Latin-American countries and push Sino-Jamaican ties to a higher level.
Zhu also thanked the Jamaican government for adhering to the "one China" stand, and its understanding of and support for China's peaceful reunification.
After the talks, the two leaders attended a signing ceremony of an agreement reached between the two governments on preferential loans for Jamaica.

APEC Technological Exchange and Exhibition in Yantai

Correct Attitude Toward 'Reproach'
This article by Hu Yu is published under the column 'People's Forum'. In the process of selecting and appointing leading cadres, the following question discussed among the people is often heard: How to correctly look upon those cadres who are upright, capable and accomplished, but are often reproached, and against whom lawsuits are often lodged. In some departments and units, those, who dare to take charge of things and do not fear offending others for upholding justice, often cannot get fair appraisal and proper appointment because, in handling some matters, they are often reproached and attacked for harming the vested interests of some individuals or small groups. Whereas those 'peace-makers' who dare not to take charge of anything, to offend anybody and have accomplished nothing are often affirmed and trusted. The negative effect brought by this abnormal phenomenon related to the standard for knowing people is obvious and very harmful. Only by making objective, fair and comprehensive analysis of the reasons for cadres being subjected to reproach and always sticking to the standard for cadres having ability and political integrity, is it possible to effectively remove various man-made obstructions, make clear rights and wrongs and give the cadres fair treatment. Of course, a realistic and comprehensive analysis should be made of 'reproach'. Things proved to be the cadres' shortcomings should be pointed out to them, so that they can correct their drawbacks and make improvements and be in a better position to lead the masses forward. The author hopes that less reproach, but more favorable comments should be given to those cadres who uphold justice; less important posts, but more advises should be given to the 'peace-makers'.

Exhibition of Liu Shaoqi's Brilliant Achievements Held in Beijing
November 24 this year will be the 100th birthday of Comrade Liu Shaoqi, a great Marxist, and great proletarian revolutionary, statesman and theorist and an outstanding leader of the Party and state. A performance "When the People Need," depicting the Chinese armed forces' flood fighting, was held in Beijing on the evening of October 8. President Jiang Zemin and other senior Chinese leaders Li Ruihuan, Hu Jintao, Wei Jianxing and Li Lanqing attended the performance.

This October marks the 50th anniversary of the Chinese People's Public Security University. Over the past 50 years, the university has trained and provided 120,000 professionals for the country's political science and law institutions, it is therefore honored as the 'cradle of police officers of the Republic'. * Solana: Count Down for Air Strike
NATO secretary-general Javier Solana said in Brussels on October 8 that the air strike on Yugoslavia was being counting down. The NATO member countries agreed unanimously that on the basis of a resolution and Annan's report, a military strike on Yugoslavia was possible and the authorization of the UN Security Council was no more necessary.
* Clinton Threatens Yugoslavia Again
American president Bill Clinton appealed to Yugoslavia to fully carry out the related resolutions of the UN Security Council, or the NATO would make the air strike.
* Russia Not to Send Troops to Yugoslavia
Seleznyov, Chairman of the Russian Duma, indicated in Moscow on October 8 that should war break out in Yugoslavia, Russia would not send troops there.


Tokyo, Seoul Agree to New Partnership
Japanese Prime Minister Keizo Obuchi and visiting South Korean President Kim Dae Jung agreed to establish a new Japan-South Korea partnership toward the 21st century in Tokyo on October 8.
The agreement was contained in a joint declaration and a supplementary action plan the two leaders signed after their two-hour meeting at the Akasaka State Guest House on the second day of Kim's four-day state visit to Japan.
Obuchi expressed "deep remorse and heartfelt apology" over the "pains and damages" Japan inflicted on the South Korean people during Japan's 1910-1945 colonial rule of the Korean Peninsula, said the declaration. It said Kim appreciated Obuchi's remarks, and called for" mutual efforts to develop future-oriented relations while overcoming the tragic history between the two nations."
The two leaders also agreed to step up bilateral dialogue, including holding a summit at least once a year, to build " balanced high-level cooperative" ties in a wide range of areas from cultural exchanges to economic and security matters.

Turkish PM to Seek Parliamentary Consent < br> Turkish Prime Minister Mesut Yilmaz said in Ankara Wednesday that his government might request parliamentary consent for a war with Syria, although war is still not desired.
Addressing deputies in the parliament following a cabinet meeting to determine Turkey's policy towards Syria, Yilmaz said that "we are not trying to create a war with Syria. The real objective is to safeguard Turkey's vital interests."
Turkey has demanded that Syria extradite Ocalan, stop PKK attacks on Turkey from the Syrian territory, punish the attackers and give up supporting the PKK with weapons, money and logistics, said the prime minister.
He stressed that Turkey will not allow Syria to use its support for international terrorism as a bargaining chip.


Annan, Aziz End Third Round of Talks
The third round of talks between U.N. Secretary-General Kofi Annan and Iraq's Deputy Prime Minister Tareq Aziz concluded on Wednesday and Iraq has not reversed its decision it made in early August.
The U.N. spokesman's office said the meeting took place in a constructive atmosphere, and both sides agreed that the process of dialogue would continue.
Aziz assured the U.N. Secretary-General that Iraq was prepared to work with the United Nations in a serious and professional manner to resolve the present situation and to facilitate a comprehensive review of Iraq' progress in dismantling its weapons of mass destruction, the spokesman's office said.
It said the Deputy Prime Minister would report to his leadership in Baghdad. Aziz, who has been in the UN headquarters for over a week, met twice with the U.N. chief last week, during which they discussed the ways to end the impasse between the United Nations and Iraq. Iraq announced to suspend its cooperation with U.N. arms inspectors in early August.


Military Clashes Occur Between Iran and Taliban
Iranian troops clashed with the Afghan Taliban militia Thursday morning on Iran's northeastern border area, the Iranian television reported.
Taliban militants raided Iranian border posts in northeastern Khorasan province early Thursday and Iranian border guards returned fire, repulsing the attackers.


 

U.S.Economic Prospects Get Gloomy, Greenspan Hints Another Rate-cut
U.S. Federal Reserve Chairman Alan Greenspan said in a speech on October 7 in Washington that the U.S. economy is in a period of unusual uncertainty, in which its course will depend on developments in the unstable world financial markets. Economists said this may hint the Fed will continue to cut rates to help prevent a potential slump.
U.S. Federal Reserve cut its target for overnight rates last week to 5.25 percent, from 5.5 percent, most banks lowered their prime lending rate by the same amount.


Portuguese Novelist Wins Literature Noble Prize
Portuguese novelist Jose Saramago was named the winner today of the 1998 Nobel Literature Prize in Stockholm on October 8. The Swedish Academy said it gave the award to Saramago for work that``with parables sustained by imagination, compassion and irony continually enables us to apprehend an illusory reality.''
Saramago, 75, wrote his breakthrough novel in 1982, ``Baltasar and Blimunda.'' Perhaps his best-known work is ``The Stone Raft,'' in which the Iberian Peninsula breaks off from Europe for supernatural reasons and floats off into the Atlantic.


U.S. Dollar Against Japanese Yen Slumps
Due to a presumption that the Japanese economy may pick up, the exchange rate of the U.S. dollar against Japanese Yen fell sharply again on October 7, sliding 8 percent from the last trading day, which was the biggest one-day drop in 25 years.

'98 Beijing International Marathon race is to start at the Tian'anmen Square at 8:31 on October 10, Deputy Director Shang Xiutang of the Athletics Management Center of the State Administration of Physical Culture and Sports announced on October 8.
19,422 runners have entered their names for the marathon, the biggest ever in the meet's history. Famous runners such as Hu Gangjun of China and Abebe Mekonnen of Ethiopia will take part in the event.
