China's top legislature, the Standing Committee of the 10th National People's Congress (NPC), unveiled its 2003-2007 legislative plan on Wednesday, which includes 59 scheduled draft laws and 17 optional draft laws.

Wu Bangguo, chairman of the NPC Standing Committee, called for an open legislative process at a meeting on legislation affairs held by the Standing Committee.

Although China had established a basic legal system, it faced problems in adapting to changing economic and social situations, especially after World Trade Organization entry, said Wu.

Under the plan, 59 draft laws, covering constitutional amendments, administration, civil affairs, commercial and economic affairs, social affairs, bills for revising the criminal code, procedural laws and non-procedural laws, are scheduled to be examined.

In detail, they cover the right of goods, liability for torts, commercial registration, bankruptcy, securities investment funds, corporation law revisions, commercial banking, securities and unfair competition, state property, foreign exchange management, anti-monopoly, anti-dumping and anti-subsidy, foreign investment, business income tax, business tax, consumption tax.

In addition, there will be bills for revising the People's Bank of China Law, the Budget Law, Land Management Law and Foreign Trade Law, and six bills concerning social affairs, covering insurance, social relief, labor contracts and the protection of women, children and farmers' rights and interests.

Another 17 draft laws, which are still being debated, have been listed for possible examination. They include laws on government information release, immovable asset registration, west development strategy, money laundering and drugs.

The congress should carefully consider the stability of the laws and their ability to adapt to circumstances, Wu said.
