Chinese lighter producers, mostly private enterprises in Wenzhou of east China's Zhejiang Province, have won an initial battle against EU technical barriers after the decision to drop a child resistance (CR) standard.

The EU decided this month not to enforce the "child resistance facility" as a reference standard in its official publication, thus invalidating a decision made last May putting the CR standard into effect from June 2004.

Zhou Dahu, president of Wenzhou Lighter Producers' Association, said the decision indicates that the CR standard will not affect the export of Chinese lighters to EU market for the time being.

Wenzhou is the major production center for lighters with about 500 lighter producers, which export 600 million lighters a year, mostly to Europe. The lighters accounted for about 70 percent of all the metal lighters on the international market.

Zhou noted that although China's lighter exports to Europe will continue as usual, lighter manufacturers should further improve their quality to meet higher safety demands in the international market.
