The ranking of foreign employees in Shanghai has become bigger and bigger as an important tax source. Latest statistics from Shanghai Labor and social Security Bureau showed that in recent few years altogether 59,348 foreigners got employment permission in the city and currently 32,955 of them are now taking jobs in the city.

Statistics showed that the number of foreign employees in Shanghai had been rising each year, which grew 51.1 percent in 2002 over the previous year and 28.6 percent in 2003. While by the end of last September, a total of 11,277 employment permissions had been granted, higher than the whole-year number of 2003.

Rising foreign employees created more tax for the city. Statistics from Shanghai taxation department showed that the city received 1.6 billlion yuan personal income tax from 110,000 person/times by foreign employees in the first half, rising 37.9 percent over the corresponding period of the previous year and taking for 14.28 percent of the city's total.

Among the 102 countries from where foreign employees came, the top ten are: Japan, the United States, the ROK, Singapore, Germany, Malaysia, Canada, France, Australia, and Britain, of which Japanese took 33.7 percent, American 11.5 percent and Korean 8.7 percent. One out of three is Japanese, highlighting the attention paid by Japanese enterprises to the Chinese market.
