All these should be done according to the scientific development outlook and the requirement to hold a special and high-level Olympics. Among these jobs promoting a humanistic Olympics would be the central task.

Liu Qi said the preparation of the Olympics in 2005 would enter a key period. We should continue to implement the three concepts, that is, the "Green Olympics, High-tech Olympics and People's Olympics"; do a better job in various aspects of the Olympic facilities construction; construct the facilities and ensure the progress according to the principle of holding a prudent Olympics and the requirement to balance safety, quality, project time limit and costs; continue to do a better job in market exploration job and strengthen the good cooperative relationship with international organizations such as the International Olympic Committee and its coordinative sub-committee; conscientiously do a better job in organizing, servicing and guaranteeing the competition. We should make full use of the experience of past Olympic Games, strengthen the exchange and cooperation with former host cities such as Sydney and continuously enhance and improve security and service work. We should do a better job in organizing volunteers; strengthen the training of special knowledge and service skills; improve work level of service and guarantee; actively push ahead the "people's Olympics" action plan. Centering round "people's Olympics" we should thoroughly unfold education activities regarding civility and decorum, emphatically cultivate civil behaviors and habits among the citizens in life, society, competition arenas, campus and foreign-related activities; strive to considerably raise citizens' civilization level in about three years in various ways; further strengthen the organization and guidance of the preparation for the Olympics. A coordinative institute under the leadership of the central government has been set up to be responsible for the Olympic security and publicity work. The responsibility and division of relevant departments of the Organizing Committee, Beijing Party Committee and Beijing Municipal Government have been identified. Liu Qi requires that we should, according to one's responsibility, strengthen planning and coordination, improve leadership level and organization efficiency, speed up various preparation works. Meanwhile we should strengthen the construction of systems and ensure the clean holding of the Olympics.
