Introducing global expertise, attracting & using for reference the foreign advanced technologies conducive to China's economy and social development is an important move to implement the Central Government's strategy of "strengthening the nation by the talented", an effective counter measure after China's entry into WTO to conform to economic globalization and the trend of talent internationalization, to encourage domestic technological innovation in various fields and industries and to strengthen overall national strength and international competitive power.

In order to build up an internationally-famed & domestically-topping platform for international exchange of experts and professionals, three consecutive sessions of "Conference on International Exchange of Professionals" (hereafter CIEP for short) have been successfully held from the year 2001,in Nanjing, Jiangsu Province. The conference is sponsored by the State Administration of Foreign Experts Affairs (SAFEA), Jiangsu Provincial People's Government and Nanjing Municipal People's Government. And it is organized by Nanjing Municipal People's Government, China Association for International Exchange of Personnel and China International Talent Exchange Foundation. The conference has successfully built up the brand of CIEP, effectively promoted & widened the exchange and cooperation between various domestic organizations and foreign organizations, and the conference has reached an international reputation.

2005' Conference on International Exchange of Professionals (CIEP) will be held at Nanjing International Exhibition Center from 27th, March to 28th, March. The conference is sponsored by the State Administration of Foreign Experts Affairs (SAFEA), Jiangsu Provincial People's Government, Nanjing Municipal People's Government. And it is organized by Nanjing Municipal People's Government, China Association for International Exchange of Personnel, China International Talent Exchange Foundation and Training Center of State Administration of Foreign Experts Affairs, and is assisted by China Services International and People's Daily Online. Conference delegates are as follows: foreign experts organizations, overseas training organizations; leaders from national relevant departments, domestic well-known figures and scientists; foreign experts bureaus of provinces, autonomous regions, municipal cities; various projects companies/organizations nationwide.

The theme of the conference is ��introducing global expertise for mutual development'. The conference, with realizing " the Tenth Five-Year Plan " as the goal, government programs as its guidance, market as its distribution basis, international talents exchange and projects cooperation as the main thread, communication and negotiation as main forms, provides good opportunities and services for various national enterprises and institutions to renew their ideas, innovate new technologies, upgrade products and improve the management.

As the host city of 2005 CIEP, with the conference's influence, Nanjing makes great efforts to implement the strategy of strengthening the city by the talented. Besides discussing on introducing foreign economic & technical experts and culture & educational experts, discussing on overseas training projects and international talents recruitment fair, three new parts are added in this conference, i.e. exhibition of introducing foreign expertise demonstration bases, exhibition & introduction of international qualification certificates and discussing of overseas Chinese scholars' projects. Delegates are invited to attend the conference, who are from introducing foreign expertise demonstration bases, introducing foreign expertise organizations on software and integrated circuit projects, international human resources agencies, headhunting companies, international organizations on qualification certificates, consulting organizations and venture investments organizations. It is expected that the total number of participants present at this conference will reach 8000.
