Mar.27 saw the curtain rise of the Conference on International Exchange of Professionals 2005 (CIEP 2005) at Nanjing International Exhibition Center. This is the fourth time for the conference of suchlike being held in Nanjing.

According to the statistics, the intentional cooperation reached at the previous three conferences came to a total of over 9,600 items with outstanding achievements obtained both in the introduction of many foreign experts and those sent out for overseas training. In 2004 alone, about 62 percent of foreign experts introduced into China were realized via the channel of the Nanjing Conference on International Exchange of Professionals.

The nationwide Conference on International Exchange of Professionals in China has turned out to be an important stage for the exchange of international professionals, expressed Wan Xueyuan, director of the State Bureau of Foreign Experts Affairs and it has become an important channel for China to draw in talents and intellectuals from alien lands.

The conference with "to merge in intelligence from the whole globe for promoting common development" as its main theme covers mainly five categories as follows: talks on introducing in foreign experts working in the fields of economy, technology, management and culture and education while sending people abroad for overseas training; talks on drawing in students engaged in post-graduate studies abroad; meeting for display and promotion of the results achieved in the introduction of talents; meeting for display and promotion of international qualification certificates and credentials and meeting for the introduction of international professionals. The conference adopts dual-way talks, namely, time-division talks for item-units to carry on their talks and simultaneously the items promotion via the net.

An outstanding feature of the conference is that the State Bureau of Foreign Experts Affairs is going to carry out qualification verification and annual approval for the talents exchange activities carried out between overseas organizations for talents exchanges with the cooperative units in China in line with the law and regulations concerned and international practices as well. This is an important step forward for China to strengthen its legalized and standardized administration over the international talent exchange market. As learned, ever since 2001 the State Bureau of Foreign Experts Affairs has already examined and approved some 345 overseas organizations that are qualified to conduct talent exchange activities with their Chinese counterparts, of which 87 are organizations for the introduction of foreign experts and 258 are for training courses. And some 4,338 units at home are qualified to invite foreign experts working in the field of culture and education. The State Bureau of Foreign Experts Affairs is going to further improve the mechanism for annual examination and approval and for the withdrawal as well, continue to offer qualification verification to the units up to the required conditions in order to provide a reliable guarantee to the exchange and cooperation for international talents, thereby protecting the legal rights and benefits of both and all parties.

Different from other conferences in the past is that the conference this time is centered mainly on the promotion of activities for international qualification certificates. The major items promoted at the conference include: the PMP (promotion of modern program management), IPMA and EMCI (engineering management certificate identification). As learned, this is the first time for the display of the international qualification certificates at the nationwide conference on international exchange of professionals.

Present at the conference are the representatives from all provinces, autonomous regions and municipalities and departments concerned all over China as well as some 247 foreign expert organizations and that for talents exchanges from 36 countries and regions, a total of 1,253 persons and with the participants in the conference to come to around 9,000 in all.
