Bangalore, an Indian glaring star in information technology, enjoys the good reputation as the "Silicon Valley of the South Asia". As a matter of fact, Bangalore is not just a software city in India. Early in 1950s, not long after the founding of India, Nehru government orientated it as an important base for India to develop its science and technology. Many colleges and universities, scientific research institutions and high-tech enterprises have become the backbone of the science city of Bangalore. Chinese Premier Wen Jiabao, who has been deeply in love with high technology, starts his Indian trip from here.
Jointly create an Asian century of information technology supplementing with each other's advantages mutually
Indian Tata Consultancy Services (TCS) is one of the biggest software consultancy service companies in Asia and also the first Indian IT firm to enter into China. On April 10 via connecting with a satellite the Chinese staff working in TCS and the staff with the TCS headquarters greeted the arrival of Chinese Premier Wen, enjoying the happy occasion.
"Please tell the great Indian people that the two countries of China and India are not rivals in competition, but friends", said Premier Wen in a press conference held in March this year when talking of Sino-Indian relations. The remarks are is very popular in India nowadays. Subramanian Ramadorai, chairman of the board of directors and chief executive of Tata Consultancy Services, quoted the remarks in his speech and said that is the promise for bilateral relations made by Chinese premier, which will serves as a bridge for bilateral trade between the two countries."
TCS belongs to the Tata Group, Indian industrial giant. Ramadorai explained that the double-tower chart of the Tata Group has new meanings: "one tower is China and another is India." Premier Wen evaluated highly the successful practices the TCS have in China. "This shows that the two great peoples and the two great countries enjoy common aspiration for development and cooperative basis".
There is a popular viewpoint that India has advantages in software while China possesses hardware superiorities. Premier Wen agrees to this and said, "China and India are two great nations with full of wisdom." IT industrial development lies on talents and market. Premier pointed out that the two countries of China and India have never lacked talents while there is a broad prospect for the world's IT market. "As long as we join hands together, we will certainly create a new road to IT industry by combining software with hardware."
"It will mean the arrival of the Asian century of IT industry if the mutual cooperation between the two countries of China and India goes to the forefront of the world"; if the development of IT industry symbolizes the future development of science, technology and economy, then the two countries will join hands to develop the industry, which will symbolize the prosperous and powerful future. This is sure to come", said Premier Wen in a gentle tone with firmness, which shows he has full confidence in the overall IT industrial cooperation between the two countries. There came repeated applauses both from the conference room and TV screens during his speech.
On the same day, Premier Wen also visited the Indian Research Institute of China Huawei Technologies in Bangalore. Its development journey is an epitome that Chinese enterprises implement the "go out policy". Premier Wen encouraged the staff to actively improve the economic and trade cooperation between China and India and establish good images of Chinese enterprises in India and in the South Asian as a whole.
Strengthen cooperation in space technology
Indian Space Research Organization is one of the main managing institutions for Indian space program. Its satellite center is mainly engaged in satellite design, research, assembly and debugging. G. Madhavan Nair, chief of the organization, demonstrated how the satellites developed by the center are extensively applied to fields including agricultural production, water resources management, fish catching, disaster predicting, distance education and medical treatment.
Premier Wen was very interested in this with nodding for praises. He congratulated India on the great achievements made in the launches and applications of satellites, which shows once again "the great wisdom of the Indian nation just like the software industry." It is in Premier Wen's hope that in the Sino-Indian cooperation there are not only general industries, but also space technology. "The high-tech, especially the space technology, cooperation between the two big developing countries of China and India has played an exemplary role in the south-south cooperation, which will exert a great influence."
Promote scientific research cooperation between the two countries
The Indian Institute of Science is one of the universities with long history in India and has trained a large batch of outstanding scientists. In the university Premier Wen held a long talk with top Indian scientists from the institutions including the Indian National Bioscience Center, the Nehru Scientific Research Center and the Raman Research Institute named after Sir Chandrasekhara Venkata Raman, a Nobel prizewinner, sketching the contours of the future scientific and technological cooperation between the two countries.
Metha, president of the Indian Institute of Sciences was once the president of the Indian National Institute of Sciences. He expressed his strong desire to intensify India-China scientific research cooperation. "We have just started the cooperation with China's scientific research institutions. For the two countries with large population and dynamic economy it is of particularly importance to have scientific research cooperation with knowledge as ties."
Premier Wen agreed to this deeply. "Your country's President Abdul Kalam has a famous saying that the competition in intellectual properties will be the future one after all. The future of the two countries of China and India will lie on knowledge."
Scientists introduced their working areas to the premier and wish to carry out the related cooperation with the Chinese side. The Raman Research Institute where Professor Kumar is working has cooperated with the relevant institutions with the China Academy of Sciences on the research of radio astronomy. Kumar told Premier Wen he has been to China for three times, which has left him very good impressions. Premier listened attentively.
As a geologist Premier Wen is not strange to scientific research. Soon after becoming premier, Premier Wen organized scientists to work out a long-term scientific development program for China. He told Indian scientists the program involves many research topics such as gene. Both sides can cooperate in these areas. Premier Wen put forward a three-point proposal for strengthening Sino-Indian scientific and technological cooperation including the setup of a Sino-Indian guide committee for science and technology so as to enhance connections between scientific research institutions and personnel exchanges between the two countries. He is confident that the Sino-Indian cooperation in science, technology and education will build a friendship bridge between the two countries leading to the future.
The premier spent most of the weekend visiting Bangalore Wen visited the most representative enterprises and research institutions of the two countries in Bangalore and held candid talks with Indian scientists. Premier Wen is the second Chinese premier to visit Bangalore. What makes the people of Bangalore proud is that Chinese Premier Zhou Anlai's visit to Bangalore was as far back as 1955. "The Hindu", published on April 10 in Bangalore, said the emphasis of Premier Zhou's visit to Bangalore was placed on fostering bilateral friendly relations between China and India politically. Premier Wen's trip to Bangalore shows that there is a great future for Sino-Indian scientific and technological cooperation, which is win-win act and will benefit the world as a whole.
