HK chief: new CS has insight, ability to serve HK

Hong Kong Chief Executive Donald Tsang said on Thursday that he was pleased to announce that the Central People's Government has accepted his nomination and Rafael Hui has been appointed as Hong Kong Chief Secretary for Administration.

He made the remarks at a press conference Thursday afternoon. Tsang said "I have just administered his oath, and Hui will assume office with effect from today."

Tsang said "I have worked with Hui for many years and I know him well. He has the insight, abilities and commitment to serve the country and Hong Kong people. He and I will work well together. "

Tsang said Hui has served in many posts of the administration during his 30 years in the civil service. He is very familiar with government operations, and he knows many senior colleagues well.

Tsang stressed that "I am confident that he will be able to help my work in leading Principal Officials and civil service colleagues, improving government efficiency, and making and implementing established policies."

Hui has served in several key positions in public organizations, and has participated in a wide range of public services. This experience has helped him to understand public aspirations and to feel the pulse of society, Tsang said.

Moreover, Hui has maintained an ongoing dialogue with political parties and Legislative Council members. He is familiar with the workings of the Legislative Council and will be instrumental in strengthening the executive and legislative relationship.

Tsang said "Hui, with all his strengths, will effectively assist me and serve the Hong Kong Special Administrative Region ( HKSAR) government in implementing people-based governance, developing a harmonious, unified and vibrant society, and contributing towards the well-being of the country and Hong Kong.

Tsang hopes Hong Kong people will support Hui in his job as the Chief Secretary for Administration.
