Zhou Shengxian, director of State Forestry Administration, noted on July 27 that forest coverage in China is expected to reach over 23 percent in the next ten to fifteen years. Till then, the ecological problem in key regions will be fundamentally solved, and the national ecological condition dramatically improved.

Speaking at the State Forestry Administration Party group enlarged session and the video-telephone conference for directors of national forestry administration, Zhou said that China must implement a forestry development strategy with stress on ecological construction, and push forward the progress of forestry key projects, tiding over the period in which ecological construction and sabotage are locked in a stalement.

In light of the situation, China should take measures suited to local conditions, set up preventative measures against harmful factors, deploy mission scientifically as well as readjust the overall layout of forestry productive force and production relations in the northeast, Sanbei region, central plains, south China, southeast tropical coastal region, southwest canyon region and Qinghai-Tibetan Plateau. The specific measures will be implemented based on the general principle of expansion in the east, management in the west, utilization in the south and protection in the north.
