The fast track construction plan in Shenyang has already got approval and the construction will enter a substantive operation stage.

Shenyang will carry out the first stage of the project from 2005 to 2012. Construction of the two underground lines, Line one and Line Two, with an estimated length of 40.85 kilometers will take investment of 17.18 billion yuan. Construction of Line One will kick off in November 2005, and construction of Line Two is set in October 2006.

The average cost of the subway amounts to 410 million yuan per kilometer.
