Roundup: EU tables resolution on Iran

The European Union (EU) officially tabled its revised draft resolution on Iran nuclear issue to the International Atomic Energy Agency (IAEA) board on Friday night, but there would be no vote on Saturday.

"The draft resolution was tabled by the UK," announced IAEA spokeswoman Melissa Fleming at the IAEA headquarters Friday night after the IAEA board of governors meeting resumed on Friday night.

The EU demanded the IAEA decision-making body to formally discuss the EU proposal on Iran.

The draft resolution accused Iran of "non compliance" to its obligations of the NPT (the Non-Proliferation Treaty) Safeguards Agreement, but it does not demand immediate referral of the Iran case to the UN Security Council.

According to Article 12 of the IAEA Statute, "the (IAEA) Board shall report the non-compliance to all members and to the Security Council and General Assembly of the United Nations."

The document also requests the IAEA Director General to report the implementation of this and previous resolution on Iran to the IAEA board, and the board "will address the timing and content" of the report to the UN Security Council.

The EU also called on Iran to "observe fully its commitments" and to "return to the negotiation process."

Facing the sudden move of the EU, the Non-Aligned Movement (NAM) countries within the IAEA board requested the meeting to " suspended for an hour," said Fleming.

During the time, the NAM countries made urgent discussion in a bid to dig out countermeasures against the EU move. The IAEA board meeting then resumed again and announced to "take a decision" on Saturday.

"The board will meet at 3 o'clock tomorrow to take a decision on the draft resolution," said Fleming, who came out to brief the press again after the board meeting ended on later Friday night.

"There is no vote on the procedure," Fleming added.

According to Fleming, at the meeting Britain proposed to continue the discussion on the EU resolution on Sunday, but a number of board members disagreed, saying they "don't have time" to prepare.

However, Russia, China and 14 NAM countries within the board proposed to postpone a final decision-making in early October, said Fleming.

Sources told Xinhua that since there has so for been no consensus on handling the issue, how the Iran luke diplomacy would go on is still "unpredictable."

According to the IAEA rules, the EU's draft resolution merely needs a simple majority vote, or the nod from 18 out of the 35 members of the IAEA board.

However, the EU wants a consensus on or overwhelming majority support for its draft resolution, aiming to push more pressure on Iran to come back to the negotiation table.
