China to double per capita GDP of 2000 by 2010

China aims to double the per capita gross domestic product for the year 2000 by 2010, the Central Committee of the Communist Party of China (CPC) decided atits fifth plenary session which ended here Tuesday.

At the four-day plenum the Central Committee examined and approved a proposal for formulating the 11th five-year program fornational economic and social development, to be submitted to the country's parliament early next year.

The program will serve as a roadmap for the social and economic development of the country in the next five years.

According to a communique issued by the plenum, the growth in per capita GDP should be based o improved economic structure, increased efficiency and reduced energy consumption.

In the next five years, China will raise energy efficiency and cut the per unit GDP energy consumption by about 20 percent by theend of 2010.

By the end of 2010, China will have a group of enterprises thathave stronger international competitiveness, proprietary intellectual property rights and famous brands. The socialist market economic system will be further improved, the economy will be more open, and the country will have basically balanced international payments, says the communique.

The nine-year compulsory education will be universal and improved, job opportunities in urban areas will increase constantly, the social security system will be relatively complete,and the impoverished population will continue decreasing.

By 2010, the incomes and living standards of both urban and rural residents will be generally higher, the overall price level will be basically stable, the housing, transportation, education, culture, health and environmental conditions will be greatly improved.

By 2010, new progress will be made in China's democracy and legal system and culture and ethics. Public order and workplace safety will be improved and the drive to build a harmonious society will be further advanced, the communique says.
