China sets major goals for 11th Five-Year Plan period

On the basis of optimizing structure, improving efficiency and lowering consumption, China's per capita GDP of 2010 will double that of 2000; the efficiency of the resources to be enhanced significantly, and energy consumption for per unit GDP will be about 20 percent lower than that at end of the 10th Five-Year Plan period.

China will have a batch of enterprises featuring strong international competitiveness, renowned brands and intellectual property rights; improve the system of socialist market economy and lift its open economy advance to a new height; attain basically balanced international payments.

The nine-year compulsory education will be popularized and consolidated; job opportunities in urban areas will be increased, social security system basically complete and the number of poverty-stricken people reduced; the incomes and life quality of urban and rural residents will be improved, and consumer price will be kept basically stable; conditions in housing, transportation, education, culture, health and environment will be greatly improved; further progress will be made in democracy and rule of law and spiritual civilization, social security and safe production, as well as building a harmonious society.
