China to intensify pollution control in next five years

The Communist Party of China (CPC) has called for more efforts to prevent and control pollution with aim to reverse the deterioration of the environment and ecology in the coming five years, according to a document released in Beijing Tuesday.

In the Proposal for Formulating the 11th Five-Year Program (2006-10) for National Economic and Social Development, the CPC Central Committee suggests local governments at all levels take effective measures to reduce pollution discharge.

Efforts should be intensified in safeguarding the sources of drinking water, says the proposal, which was approved at the 5th plenary session of the 16th CPC Central Committee a week ago.

The document emphasizes comprehensive treatment of the urban environment by strengthening control of industrial pollution, stepping up the treatment of sulfur dioxide produced by power plants, reducing greenhouse gases and properly disposing urban garbage and dangerous waste.

Meanwhile, the environmental monitoring and supervision system should be improved and related law enforcement strengthened.

To spur the development of the environmental industry, a multi-channel investment and financing system should be established to promote pollution control by economic means, says the proposal.

The proposal also stresses scientific exploration of water, land, forest, grassland and marine resources, and continued efforts to step up the restoration of forests, grasslands and wetlands as well as water and soil conservation and desertification control.
