The website of Beijing Municipal Bureau of Labour and Social Security quoted the "letter regarding qualification certificates for foreigners working in China" issued by Ministry of Labour and Social Security on Nov. 22, saying that all the foreigners working in Beijing or engaging in those professions regulated by state or municipal government must offer relevant professional qualification certificates or get approval from the ministry when applying for employment permits.
Beijing Municipal Bureau of Labour and Social Security issued letter that various professional training and appraisal organisations must be responsible for the training and appraisal for foreigners and issue qualification certificates for those who pass the appraisal. Meanwhile, social security departments at district and county levels must punish those enterprises that violate those rules by employing foreigners who have not obtained relevant professional qualification certificates.
Those foreigners who are in the special professions such as western style chef and western style baker must hold the professional qualification certificate issued by their own governments or profession associations and notarized by notary offices of their own countries.
