A senior official of Communist Party of China (CPC) required local party committees to improve cadre evaluation system in a more systematic, fair and scientific way.
He Guoqiang, member of the Political Bureau of the CPC Central Committee and head of the Organization Department, said the evaluation system should be reformed in line with the guidelines of scientific concept of development.
Addressing local organization department heads gathered in Beijing Friday, He said "we should allow more public participation in cadre evaluation and selection. And the public's rights of knowledge, participation, choice, and supervision should be guaranteed," he added.
According to the official, pilot reforms have been carried out in the provinces and regions including Zhejiang, Sichuan and Inner Mongolia, where democratic means of recommendation, opinion soliciting, and evaluation have been applied. He said the pilot projects has played "a positive role" in cadre-reviewing system reform.
He demanded a more scientific and democratic evaluation system in the coming round of local party committee elections, with focus on cadre's moral integrity, working ability, self-discipline, hardworking and many other fine qualities.
