Video coding standard to take effect

The video part of China's Advanced Audio Video Coding Standard in Information Technology, with proprietary intellectual property right, has been promulgated by Standardization Commission of China. The standard will take effect on March 1.

Advanced Audio Video Coding Standard in Information Technology (AVS) is the second-generation Information Source Coding standards. Information Source coding technology primarily solves the problem of coding and compressing of huge amount of data digital audio and video, hence the name digital audio video coding technology. It is the fundamental standards for the digital Audio Video industry, because it is the precondition for transmission, storage, play of digital information.

Digital audio and video industry is an import industry for national economy and social progress. China has become a major producer and consumer of information products, with a production scale next only to the US and Japan, and the biggest multimedia application market in the world. However, a lot of core technologies for digital audio and video products are owned by other countries. The standards, as the very first link of the industry chain, will affect the entire industry chain from chips, software, to media's operation of the cultural cause. Therefore, the standards are of strategic importance for fostering a healthy digital audio and video industry.

The typical application of AVS includes: High definition TV service which facilitates independently-built live broadcast satellite system and high definition broadcasting system; support of new-type applications like Internet TV and mobile phone TV; new generation of high definition laser disc player.

AVS plays a fundamental role in developing China's digital audio and video industry. The most direct result of AVS industrialization will be hundreds of millions decoding chips needed in the next ten years, and AVS industrialization will save China billions of patent fees annually.

Other parts of the Standards will be promulgated later.
