Vietnamese party congress opens

The 10th National Congress of the Communist Party of Vietnam (CPV) kicked off Tuesday in Hanoi with participation of 1,176 party members who will elect new CPV Central Committee and the Political Bureau, define orientations for the country's socioeconomic development in the 2006-2010 period, and adopt the party's amended stature.

"The congress's tasks are to review the implementation of the resolutions of the 9th party congress and decide orientations and missions for developing the country in the coming time," Nong Duc Manh, general secretary of the CPV Central Committee (CPVCC), said at the eight-day congress.

He noted the aim of the congress is "enhancing the party's leadership capacity and combat power, bringing the strength of the whole nation into play, comprehensively accelerating the renewal process, and quickly bringing the country out of the underdeveloped status."

During the meeting, the delegates will review reports on orientations and missions regarding socioeconomic development in the 2006-2010 period, issues about supplement and amendment of the party's stature, implementation of party resolutions adopted at the 9th congress, and the leadership of the 9th CPVCC, the general secretary said.

The contents of these reports also include the review of 20 years of adoption of the doi moi (renovation) policy, the continuation of perfecting the socialism-oriented market economy, and acceleration of industrialization and modernization in attachment with development of knowledge-based economy, and good settlement of social, cultural, educational, scientific and technological issues, he said.

The reinforcement of national defense and security, expansion of external relations and active integration into the world economy, the strengthening of democracy and national great unity, and perfecting the socialist law-governed state are also included in the contents of the reports, he added.

During the congress, which will close on April 25, delegates are scheduled to discuss political and economic documents. They will elect the members of the 10th CPVCC, the Political Bureau, the Secretariat, the General Secretary, the committee's Commission for Inspection, and the commission's chairperson.

The new CPVCC will consist of 160 official members and 25 alternate ones, the Secretariat 11 members, and the Political Bureau 15-17 members, Phan Dien, permanent secretary of the committee (the 9th tenure) and member of the Political Bureau, told reporters recently.
