Brazilians are the major victims of international human trafficking, according to the United Nations. Most victims are women aged between 18 and 30 with a low educational background. These women want to leave for Europe and believe they will have a better job and life there but end up being sexually exploited. "We have to start the campaigns to alert these women not to fall in a 'Cinderella' dream, and the miracles do not happen like this," said Rugs. He added, "They need to know who is inviting them and the reason, as well as where she could go if she has a problem and how to seek help." Rugs said that under the new policy, the Brazilian government will strengthen cooperation with other countries involved in the human trafficking cases to prevent immigrant prostitution.
