The Islamic Jihad (Holy War) and the Popular Front for the Liberation of Palestine (PFLP) have mediated between the Fatah movement and the ruling Hamas movement, the PFLP said in a statement on Saturday.
The statement said PFLP officials and Islamic Jihad leaders came up with a deal of nine articles at predawn Saturday after mediations between Hamas and Fatah officials.
Under the deal, no militants are allowed to deploy on Gaza streets except police officers with official uniform to protect public and private institutions from possible attacks.
Earlier, unconfirmed reports said that unpaid security members had planned to take to the streets for armed demonstrations against the Hamas-led government which they accuse of being unable to secure salaries for some 165,000 government employees.
Hamas has reportedly called upon its militants to fight against the demonstrators, according to the reports.
Tension between President Mahmoud Abbas' Fatah and Hamas has mounted since talks on forming a unity government were deadlocked due to Hamas' refusal to recognize Israel.
