The Palestine Liberation Organization (PLO) is to meet in the West Bank city of Ramallah on Monday to discuss ways of ending political crisis and forming a unity government.
Yasser Abed Rabou, a member of the PLO's executive committee, said the final decision would be taken when President Mahmoud Abbas returns from Gaza.
"If we could not reach a deal with Hamas, we will let it proceed with this situation and let it bear alone the responsibilities of the people," Abed Rabou told Voice of Palestine radio.
He accused of Hamas not being interested in forming a coalition government, saying that Hamas wants to form a government based on its own political program and "there will be no change" if such cabinet is formed.
"We want a government capable of ending the embargo which is imposed on the Palestinian people," Abed Rabou reiterated.
Last week, President Abbas suspended talks between Hamas and Fatah to form a unity government after both sides failed to reach a deal.
