Palestinian Health Minister Bassem Na' iem said on Sunday that forming a coalition government within one week was difficult.
"The case of the government was agreed to as a package of three files and those files are linked with each other," a news agency close to Hamas quoted Na'iem as saying.
The second issue, according to Na'iem, was sharing political partnership between Hamas and Fatah which dominates most of national institutions.
"The third file is reshuffling the Palestinian Liberation Organization (PLO)... Any delay on any case will block the others," added Na'iem.
Following Mecca accord which outlined the principles of forming a national unity government, Nabil Amr, advisor to Palestinian President Mahmoud Abbas, expected the new coalition would be formed in one week.
Meanwhile, Hamas spokesman Fawzi Barhoom said that President Abbas of Fatah did not reject Hamas candidate for interior minister post.
However, Barhoom revealed demands for an interior minister enjoying more consensus.
Hamas and Fatah agreed to share portfolios of the national unity government with other factions. According to Barhoom, procedures to sack the current Hamas-led government and from the new administration would begin on Monday when delegations return home from Saudi Arabia.
