According to the agenda, the State Council's Report on the Implementation of the 2006 Plan for National Economic and Social Development and on the 2007 Draft Plan for National Economic and Social Development was delivered at the 5th Session of the Tenth National People's Congress, the most important legislation in the country, for deputies to review on March 5.
The report proposed these major targets in 2007 in the area of economic and social development:
-- GDP should grow by approximately 8 percent on the basis of an optimized structure, greater efficiency and reduced consumption and emissions
-- no less than 9 million new jobs will be created in urban areas
-- per capita disposable income for urban residents and per capita net income for rural residents will increase 6 percent in real terms
-- the sale of consumer goods will grow 12 percent
-- the rise of CPI will be kept to within 3 percent
-- social undertakings including science and technology, education, public health and culture will further develop
-- the imbalance of international payments will be redressed
