On February 28, 2007 the President of the Republic of Kazakhstan N. Nazarbayev addressed to the people of Kazakhstan with traditional annual message at the Parliament. He especially emphasized that in the year 1997, in his first address, he had described the idea of Kazakhstan's future, namely the Strategy of the development to the year 2030, which was initiated by the necessity of precise determining of the country development strategy.

Modern challengers and threats urgently demand more dynamical modernization of all the system, social, economic and political relations that will allow for Kazakhstan to keep the leading positions on the post Soviet area and middle Asia, and become one of the most competitive and vigorous countries of the world.
In the first part of the address great attention is paid to social problems. In particular, starting from January 1, 2008:
-- the size of a lump sum in connection with a birth of a child be raised twice, up to 34740 tenges (USD1 = KZT 124);
-- to average 164% the monthly subsidy for the care of baby under 1 year (first baby - to 177%, second baby - to 167%, third baby - to 159%, four baby �C to 153%) is increased;
-- obligatory social insurance of pregnancy, sorts and motherhood for working women is established;
-- increase basic retirement pension, and plan to maintain it at the level of 40% of lowest life guarantee. The basic retirement pension will be increased by 35%, lowest pension (basic pension plus lowest additional pension) will be increased to 15%, and average additional pension increased to 25%. 1. Formulate and implement overall strategy aimed at guaranteeing stable economic competitiveness;
2. Seek for, win and establish Kazakhstan's "scope of abilities" in world economic system;
3. Participate in large-scale "breakthrough" projects;
4. Focus on operation and work organization of state holdings and managing their work according to the international standards;
5. Substantial increase of efficiency and macro-economic benefits of mining secto;
