The Palestinian Islamic Jihad (Holy War) movement considered on Tuesday an Israeli blame on its Prime Minister Ehud Olmert for the failure in handling the Lebanon war "a victory for the Lebanese resistance."

Results of an Israeli governmental investigative panel, headed by former judge Eliyahu Winograd, was another victory for Hezbollah fighters and also the Palestinian resistance, said Khaled al-Batsh of the Islamic Jihad.

The Israeli government commission on Monday held Olmert, Defense Minister Amir Peretz and former army chief Dan Halutz principally responsible for the failings of last summer's Israel- Hezbollah conflict, reading from a report of partial findings of their investigation.

"On the professional side, this report has proved the big inability of the Israeli army and its commanders," al-Batsh told reporters in Gaza.

He added that the report will also "prevent Olmert from carrying out any military operation against Lebanon, Syria, Iran and the Palestinian people in the future."

Meanwhile, Hamas movement said it agrees with the investigative committee that the war in Lebanon last summer "was barbarian."

During the 34-day Israel-Hezbollah war triggered by the kidnapping of two Israeli soldiers by Hezbollah last summer, Israel launched air, land and sea offensives against Hezbollah in southern Lebanon.

Meanwhile, Hezbollah fired thousands of rockets at northern Israel, killing dozens of Israeli civilians and wounding hundreds.

The fighting ended on Aug. 14 under a UN-brokered resolution after about 120 Israeli soldiers and over 1,200 Lebanese were killed in the conflict. Israeli did not get the kidnapped soldiers back.
