The International Atomic Energy Agency (IAEA)'s governing board started a regular meeting in Vienna on Monday, with Iran remaining the focus.
During the five-day meeting, the 35-nation board of governors of the UN's nuclear watchdog will examine a report from IAEA chief Mohammad ElBaradei about Iran's continuing uranium-enrichment work.
ElBaradei, who made comments before the first session Monday morning, is expected to state in his report that Iran is in fact expanding uranium enrichment work.
An IAEA report two weeks ago said that Iran continued to resist the UN Security Council ban on enrichment and instead was expanding its activities.
The United States is using the IAEA meeting to press for more sanctions against Iran, which Iran is trying to avoid.
The United States and some European countries accuses Iran of trying to develop nuclear weapons with its uranium enrichment project, an accusation Iran denies, saying it only wants it for electricity.
The Vienna-based IAEA will also pick up the nuclear issue on the Korean Peninsula, diplomats said.
