Special committee agrees on amendment of interim constitution of Nepal

The Special Committee formed by Nepali Interim Legislature -- Parliament today reached an agreement on the second amendment of the interim constitution, reported the local media house's website THT online Wednesday.

The agreement was reached among the representatives of all parties in the House.

The House had formed the 23-member Committee on Tuesday to find consensus on the amendment after 53 different proposals were lodged to amend a Bill tabled by the Government of Nepal to amend the constitution.

According to the coordinator of the Committee Purna Bagadur Khadka, the committee discussed the Bill proposed by the government and reached consensus to amend it.

According to Khadka, the new amended Bill will include a provision of removing the monarchy through the 2/3 majority of the Parliament if the proposal for the same is filed by the cabinet.

Earlier, few parliamentarians had sought that the provision to remove monarchy by 2/3 majority of the House if 1/4 parliamentarians demanded it be included in the amendment Bill.

Likewise, the amended bill will have provision for hearing of appointments of Supreme Court Judges, appointments of ambassadors and appointments in constitutional bodies by the Special Parliamentary Hearing Committee. The government-proposed Bill did not have provision for hearing.

Similarly, the Bill will also mention that the constituent assembly (CA) polls will be held by mid-December. The government- sponsored Bill did not have any provision on the CA poll date.

The new Bill will also have the provision that no trust motion against the Prime Minister could be introduced one time in six months. The original Bill had that the no trust motion could be introduced in House by 1/4 parliamentarians to a maximum of one time in a year.
