The Air traffic Management Bureau of the Civil Aviation Administration of China (CAAC/ATMB) recently published a security program composed of five levels (green, blue, yellow, orange and red), that will respond to situations of complex weather and traumatic events, based on the operating conditions of the Beijing Capital International Airport(BCIA). If events including flight combat, hijacking, and acts of terror in flight occur, the red program will commence. Air Traffic Management (ATC) and security departments will actively cooperate to partially clear the sky according to the demand, and take certain measures to quickly solve the unique incident and prevent any more losses.
The green program is a standard program that operates when the flights are accurately predicted and there is no bad weather in the corresponding city. This program should be able to handle safety procedures while in flight, during the period of the Olympic Games. When complex weather patterns, such as lightning storms, appear in the corresponding city, the yellow program will commence immediately. The orange program is a backup program that begins when the capacity to safeguard is severely reduced at a certain airport due to bad weather conditions or for other reasons. After this program is initiated, the aircraft will prepare for landing on schedule, in flight communications will remain prompt, and hidden security threats will be eliminated.
