Eleventh Five-Year Plan for development of high tech industry published

With the State Council's consent, the National Development and Reform Commission issued the eleventh Five-Year Plan for the development of the high tech industry. A leader, associated with the National Development and Reform Commission, said that at present, China's high tech industry is at turning point: about to change from large to strong. This action plan will implement China's middle and long-term programs for scientific and technological development, and is also important for promoting the rapid and healthy development of China's high tech industry.

During the tenth five-year plan, China's high tech industry became important a powerful force for economic growth and structural adjustment. By the end of tenth five-year plan period, added-value increased approximately two times more than the "ninth five-year plan;" and reached a value of 812.8 billion Yuan. The export of high tech products was six times higher than it was at the end of the "ninth five-year plan;" and reached a value of US$218.3 billion, making up 28.6 percent of the total value of foreign trade exports. Although the scale of China's high-tech industries ranked third in the world; exports are the second largest in the world. China has become an important production base for global high tech products, but it is hindered by a weak capacity for technological innovation, and low status within the international division.
