The Chinese government should to guarantee the safety of drinking water as its duty. In accordance with the 11th Five-year plan for the countrywide rural drink water safety project, China will resolve drinking water safety issues for 160 million people living in rural areas during the "11th Five-year" plan period. In this manner, China could solve water safety issues for 195 million people within nine years (2001-2009) – 51 percent of the 379 million people with unsafe drinking water in 2000 – and could achieve goals mandated by the United Nations Millennium Declaration six years ahead of schedule. By 2015, China will essentially solve problems in rural drinking water safety, said Chen Lei, Minister of Water Resources, at China's upper-level water and sanitation round table discussion.

Chen Lei said that the Chinese government attaches great importance to international cooperation in the area of water and sanitation; and also has taken on more international obligations. China has constructed 100 water and sanitation projects in developing countries, and has sent water technology experts to African countries, such as Ethiopia an Tanzania, to guide the construction of water conservation and water supply projects, and train water technology and management professionals in these countries.
