The municipal authorities of Guangzhou are going all out to turn the city into a showcase in south China.
The city envisioned is one that can set an example for other cities in the province to follow in scientific development, living and working conditions and boasting a well-developed modern industrial system.
"The blueprint is a response to the call of the State and the provincial authorities as well as a new target set for the new-round development of Guangzhou," said Zhu Xiaodan, member of the standing committee of the Guangdong provincial Party committee and secretary of the municipal Party committee of Guangzhou.
"We plan to spend five to 10 years realizing the target," Zhu noted.
He said that the city expects to play a vanguard role in the province for the establishment of a modern industrial system and the city will prioritize the industrial development in tertiary, manufacturing and primary industries.
Guangzhou aims to become a regional pivot of modern service industry that will have strong influence at home and abroad by accelerating the development of logistics, financial and banking industry, headquarters economy, convention and exhibition industry, design and innovation industry, intellectual property service industry, software outsourcing industry as well as such traditional service industries as retail, hotel, catering and tourism.
As for the manufacturing industry, the city will redouble efforts to develop new and hi-tech industries with emphasis on electronics, information technology, bio-medicine, software, new materials, environment protection, online games and animation, while improving the modern industrial chains for the pillar industries such as automobile, petrochemical, shipbuilding, equipment of numerical control and set of equipment manufacturing.
"The city is actively promoting the 'double transfer' strategy, moving low-end industrial projects and laborers out of the less developed regions to make room and environmental capacity for the development of modern service industry, new and hi-tech industry and advanced manufacturing industry," he said.
"The city also expects to occupy a vanguard position in improving the living environment," he added.
Guangzhou's measures to improve the city's living environment include the application of innovative planning ideas, improvement of public facilities and traffic infrastructure, ecological protection and environmental protection.
The city's blueprint aims to develop into a garden-like city with an urban green ratio of 55 percent by the year of 2010 as well as a digital city with e-life conveniently accessible anywhere around the city.
Zhu said the city will manage to play a more active role in the global work division and resources deployment, aiming to grow into one of the key cities in Asia, which is capable of playing the role of a modern logistics pivot, financial center, convention and exhibition center, information center, advanced manufacturing base and service outsourcing base in Southeast Asia and even in the Asia-Pacific region in five to 10 years, as well as one of the world's key cities in the coming 20 to 30 years.
