Second, some journalists simply failed to meet ethical and professional qualifications, Wang said.

"The quality of professional journalists varies across the country," Li Cunhou, a member of the ACJA''s secretariat admitted. "Some reporters can produce news straight out of their imaginations or by making a few phone calls at home and surfing on the Internet.

"Many of today''s journalists lack professional training and, with the fast development of the media industry, some institutions are lax in the way they recruit staff," Li added.

Wang said the third factor was the lack of proper authentication systems at some news organizations, where editors failed to properly examine stories.

News organizations needed to improve supervision and standardize news gathering, editing and examining procedures so as to ensure the accuracy of facts and the reliability of sources.

Some experts suggest a stringent journalist permit system, raising the profession''s entry qualifications to maintain standards.
