Chinese Premier Wen Jiabao sent a congratulatory message on Friday to Viktor Zubkov on his investiture as the new Russian prime minister.
Russian President Vladimir Putin has formally appointed Zubkov, chief of the Federal Financial Monitoring Service, as the new prime minister after the parliament approved his nomination Friday.
