China's top legislator Wu Bangguo Thursday made four proposals on promoting China-Russia parliamentary cooperation when holding talks with Russian Federation Council Chairman Sergei Mironov.

Wu, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislative body, proposed that the two sides maintain the exchange mechanism between the NPC and the Russian Federation Council.

Wu also proposed that the two sides both send a delegation of parliament members to visit each other's countries next year to help promote China-Russia friendship.

He suggested that the two sides jointly hold a seminar in 2008 to discuss the participation of legislative bodies in promoting local cooperation between the two countries and coordinating and improving the legislation on both countries' local development strategy.

Wu lastly proposed that the two sides continue to strengthen coordination in international and regional parliamentary organizations, to safeguard the common interests of both countries.

Wu and Mironov also co-chaired the second meeting of the cooperation committee of the NPC and the Russian Federation Council on Thursday. The two exchanged views in depth and reached "broad consensus", according to the NPC Bureau of Foreign Affairs.

Wu said with the efforts of the two heads of state and the promotion of the national year programs in each other's countries, the political mutual trust, mutually beneficial cooperation and strategic coordination between China and Russia has been remarkably strengthened and seen fruitful achievements.

"The strategic partnership of cooperation between China and Russia is the foundation of safeguarding world peace and stability and the major power to push forward world multi-polarization and the democratization of international relations," said Wu.

Agreeing with Wu's comments and proposals, Mironov said the Russian side will, as always, maintain its good-neighborly friendship and strategic cooperation with China, and the Russian Federation Council will make joint efforts with the NPC to improve the exchange mechanism, to promote in-depth cooperation in various fields, especially in local cooperation.

Mironov reiterated that the Russian government, parliament and people firmly adhere to the one-China policy.

Mironov started a three-day visit to China on Wednesday. On Thursday, he met with Chinese President Hu Jintao and Premier Wen Jiabao.
