The new amendment to the Constitution of Communist Party of China (CPC) had gone through broad discussion among Party members in order to benefit from collective wisdom, said a spokesman with the secretariat of the 17th CPC National Congress on Thursday.
"The process of amending the Constitution has fully adopted democracy inside the Party," the spokesman said when the full text of the amended constitution was released here Thursday.
A number of local Party organs had suggested that the theoretical innovation and new experience in practice should be added to the CPC Constitution based on the needs of the Party's work and self-improvement. This idea came when the CPC Central Committee solicited opinions from grass-root members on what to discuss at the 17th CPC National Congress in December last year, he said.
Then the Political Bureau of CPC Central Committee reviewed the proposals and decided to amend the Constitution, he said.
The team entrusted to draft the amendment had collected proposals from all local organs in different regions before a draft amendment was worked out, he said. After the review of the Political Bureau of CPC Central Committee and its Standing Committee, the draft amendment was sent to solicit opinion from all Party members before it was further revised.
The final draft amendment was submitted to and approved by the Seventh Plenary Session of the 16th CPC Central Committee after the second review by the Political Bureau of CPC Central Committee and its Standing Committee.
During the 17th CPC National Congress, all delegates have held serious and full discussions on the amendment and made proposals.
The amendment to the CPC Constitution, after being revised based on the proposals, was adopted by consensus at the congress, the spokesman said.
