China cut the population of rural residents living in poverty by 13.78 million in 2007. Last year, the rate of poverty reduction was the fastest since the "Outline for Poverty Alleviation and Development of China's Rural Areas (2001-2010)" was implemented, according to spokesman Liu Fuhe, at the State Council Leading Group Office of Poverty Alleviation and Development, on February 28.
In addition, the per capita net income of farmers in key poverty alleviation and development counties increased from 1,928 yuan to 2,200 yuan: up 11.7 percent over the previous year. Excluding price factors, the increase was 2.2 percentage points higher than the country's rural average.
In 2007, the policies have been strengthened to support and benefit agriculture, rural areas and farmers. Investment has substantially increased, and effectively pushed along the development of poverty-stricken areas and poverty-stricken farmers' income. The central government invested 14.4 billion yuan towards poverty-alleviation last year - 700 million yuan more than the previous year. Investment in poverty alleviation and development from all levels of local government has also increased.
