During an inspection tour of northwest China's Ningxia Hui Autonomous Region from Sept. 6 to 8, Zhou urged authorities to improve the living standards of people in regions inhabited by ethnic groups, strive to achieve "leap-frog development" and maintain long-term stability.
At Hexi Township of Tongxin County, Zhou instructed local government to build high-quality houses for residents whose homes were destroyed by August's floods.
During his tour, Zhou, a Standing Committee member of the Political Bureau of the CPC Central Committee, also spent time inquiring about villagers' incomes, stressed the importance of ecology protection and called on local authorities to boost economic development by rationally using natural resources.
During his visit to local police stations and urban communities, Zhou said the key to maintaining social stability was to address people's concerns with regard to their livelihoods.
