The newly-elected vice–chairman of the 11th CPPCC National Committee, Wan Gang, elaborated on China's innovation of science and technology during the press conference at the sidelines of the NPC and CPPCC sessions. Wan is also Minister of Science and Technology, and chairman of the Central Committee of the China Zhi Gong Party (China Public Interest Party).
Jumbo projects launched
Since the National Conference of Science and Technology in January 2006, the country's long-and medium-term programs of scientific and technological development have made much headway: a system of innovation and scientific research bases have been established.
Incorporated in the development programs are the so-called "jumbo and exclusive projects." These include jumbo planes, gas and coal fields, nuclear energy, water waste disposal, pharmaceutical invention and innovation, and a new-generation of mobile telecommunications. The projects have been approved by the State Council and officially launched.
Consultation mechanism
To boost the innovation of science and technology, the Ministry of Science and Technology has established close ties with nearly 20 provincial departments of science and technology. The Ministry has ushered in a consultation mechanism in which scientific issues related to socioeconomic development will be deliberated at annual consultation meetings between the Ministry and its province-level counterparts.
The consultation mechanism is also envisaged for inter-ministry communications. To achieve the State's general goal, ministries must beef up coordination and cooperation to combat common issues. For instance, the Ministry of S&T has worked with Ministries of Public Security and Transport on the traffic accidents abatement program; and collaborated with Ministry of Agriculture and the State Bureau of Grain Reserve on the harvest project.
Enhance the input of scientific and technological components into coal mining
The lack of both new mining technologies and professional staff can partially explain the surging number of accidents which take place in coal mines – especially in some smaller mines where loopholes in management exist. Therefore, we need to set up a system which will make it mandatory to add scientific and technological components to coal mining; to guarantee the innovation of mining equipment; to research and apply advanced mining methods; and to update the management system so as to substantially reduce the number of coal mining-related accidents.
Energy-conservative in the auto industry
Wan Gang stressed that the auto industry is obligated to commit to environmental protection as much as it does to creating profit margins; and develop environment-friendly automobiles.
The auto industry should focus its attention on engines of innovation, and utilize environment-friendly materials and streamlining models; meanwhile making safety standards the top priority. Since emissions reduction and energy conservation will be a general guideline binding the global auto industry, cars that conserve energy will be the future's best-sellers.
