According to the latest report on China's development in 2007, the number of poor people in China has reduced from 250 million in 1978 to 20 million today. The poverty rate decreased from 31% to 2.5%.
The report holds that China's method of poverty alleviation method has been very effective. The cancellation of agricultural taxes has also brought much benefit to farmers.
The report says that, in the future, the poverty alleviation policy should focus on the development of manpower through education, training, and health insurance. The social security system should play an important role in the anti-poverty struggle.
