According to Labor Newspaper, by the end of 2009, Pudong will have three more MTR and three more tunnels. These facilities are currently under construction.

Ground transportation in Pudong along the river current is very crowded. The construction of the tunnel is expected to ease some of this congestion. According to the Huangpu River's Facilities Investment and Construction Company, three tunnels connecting to Pudong will be completed by the end of 2009. The tunnel leading to Renmin Road and one leading to a new road are both 4-lane tunnels; and the Shangzhong Road Tunnel that connects with the Puxi Central Line is a 6-lane tunnel.
